HEIC files are images taken with an Apple device, usually an iPhone. Windows isn't able to open these files natively so the file must either be converted by using an Apple device or by using an online conversion tool such as https://heictojpg.com/.

Alternatively, you can change how the image is saved originally and retake the picture. This can be done by going to Settings/Camera and change Format to Most Compatible. This will switch all images to JPG. They will take more storage and have lower resolution than HEIC, however. See below.
